Kazakhstan Kagazy (hereinafter "KK"), which owns Astana Contract JSC ("Astana Contract") and Paragon Development LLC ("Paragon"), comments on Development Bank of Kazakhstan ("DBK") press release of April 20, 2012.

KK and DBK signed an agreement on June 6, 2011 on principal terms of restructuring of the debt of Astana Contract and Paragon. The parties agreed that the exact terms of this agreement were to remain confidential. KK is therefore not allowed to comment further on the agreement, would like to make it clear that it has been making by borrowers repayments according to the terms agreed with DBK. KK remains committed to constructive discussions with DBK.

KK will release its Annual Report, including an update of its operational and financial performance by April 30.
