/KASE, October 20, 09/ - Alliance Bank (Almaty) informed Kazakhstan Stock
Exchange (KASE) ALB Finance B.V. (Rotterdam) delayed payment of the
seventh coupon interest on term-less international bonds XS0251702618 (KASE,
"buffer category", ASBNe3; USD150.0 m; circulation started April 19, 2006,
semiannual coupon 9.375 % APR, 30/360).
According to the circular of issue of the bonds ALB Finance B.V. had to pay the
interest October 19, 2009

Herewith Alliance Bank (hereafter - the Bank) notifies that on October 19, 2009
ALB Finance BV did not pay coupon interest in the amount of USD7,066,575 on
Euro bonds... ISIN code: XS0251702618, in connection with coming into effect
of the decision of the Alamty special financial court No. 2-21/2009 dated
September 18, 2009 on restructuring of Alliance Bank, which suspends necessity
for compliance with requirements of the Creditors Committee, obligations before
which are supposed to restructure.
